We remained focused on developing the City of Kapolei as Oahu's next urban center.

Even though the economic downturn has slowed development activity throughout the state of Hawai’i, Kapolei Property Development (KPD), which is focused on the development of the City of Kapolei, continued to see encouraging signs of investor and consumer confidence in the City of Kapolei in 2009.
Retail Openings
There was clear evidence of this with the grand openings of several national retailers early in 2009. Costco attracted record numbers when it opened its warehouse and gas station in late February, which quickly created shortages of parking spaces and shopping carts throughout the day. This was followed several days later with another massive turnout for grand openings at the nearby Kapolei Commons shopping mall. Anchor tenant Target and fellow tenants OfficeMax, Petco, and Sports Authority attracted thousands in spite of inclement weather, exceeding their expectations. More retailers, including Ross Dress for Less, opened for business during the course of the year, with several more scheduled to follow suit in 2010.
2009 Projects
2009 also saw the completion of the Hawaii Carpenters Union’s $25 million training center in Kapolei Business Park. Meanwhile, at year’s end, several projects were in various stages of construction, including

Easing Traffic Flow in Kapolei
Two key traffic improvement projects designed to ease traffic flow in and around the City of Kapolei were completed in 2009:
Ground was also broken for phase 1 of the Kapolei Interchange Complex that includes new H-1 Freeway on- and off-ramps at the interchange at Kamokila Boulevard at Wakea Street, and at the Makakilo Interchange. The state project is being funded with federal funds secured for Kapolei by Senator Daniel K. Inouye and a $6 million KPD contribution in land, design and construction funds.
